# Memo: Capital Workforce Partners (CWP) — Opportunity + Strategy

## TL;DR
CWP is a **relationship/positioning play, not an apply-now grant.** There's no open application. The
move is to warm the CWP↔Studios relationship now so HPL is positioned as a natural WIOA Youth provider
when the next RFP cycle opens (~spring). Aaron raises it at the **7/30/2026 HPL Development-team
meeting**. Dev team owns grant eval and writing. Do **not** duplicate this research or take outreach
action — hold it as warm/tracked.

## What CWP is
**Capital Workforce Partners** is the **Workforce Development Board for North Central Connecticut**. It
receives federal **WIOA** (Workforce Innovation & Opportunity Act) funds and passes them through to
local providers via annual RFPs. The relevant stream for Studios is **WIOA Youth**:

- **Pool:** ~$1M–$1.2M/yr total, awarded across multiple provider contracts (100% federal pass-through).
  *(Verify the current-year figure against the next posted RFP — this is my research estimate, not a
  live-posting number.)*
- **Who it serves:** Opportunity Youth ages **16–24**, on career pathways to in-demand sectors
  (Healthcare, Manufacturing, **IT & Technology**, Transportation), delivering the 14 WIOA youth
  program elements (work experience, occupational skills, tutoring, mentoring, leadership, financial
  literacy) at $18/hr+.
- **Eligibility:** 501(c)(3) nonprofits and public agencies. **HPL qualifies** — it's a public agency,
  and it already co-hosts an American Job Center satellite at 500 Main St.

## Why this landed on the radar
HPL's Dev-team leader sent Aaron a link to CWP's **WIOA Local Plan 2024–2027 Modification**
public-comment page (comment window 7/13–7/22/26). Important framing: that document is a **strategy /
plan**, not a funding application. The Dev leader's real intent reads as *keep CWP warm / build the
relationship for future funding* — not "go file a comment."

## The strategic fit (why it's worth tracking)
Two things make this stronger than a generic workforce funder:

1. **Existing relationship.** The plan names an **American Job Center satellite at HPL, 500 Main St
   (AJC@HPL)** — CWP and HPL already share a roof and a working relationship. That's a warm door, not
   a cold one.
2. **Priorities line up with Studios.** CWP's 2024–27 plan centers the **youth-disconnection crisis**
   (≈1 in 5 CT youth 14–26 at-risk) and names **IT & Technology** as a growth sector — which is
   squarely what Studios' digital-media / creative-youth-development work addresses.

## My read on strategy
- **This is a warm-relationship play, not a deadline.** No open application right now — the last WIOA
  Youth RFP deadline was **April 2025**; the cycle is annual, roughly spring. Filing the current
  public comment would be low-value and risks stepping on the Dev team's toes.
- **Deliberately did NOT file the public comment.** Aaron and I agreed on this. The comment window
  isn't the opportunity; the *relationship and the next RFP* are.
- **The play:** position Studios as an obvious WIOA Youth provider candidate before the next RFP opens.
  When it does, the Dev team writes the application; your job is to have Studios' story, anecdotes, and
  youth-outcome data ready to feed that narrative.
- **Next concrete action (Aaron's, already agreed):** raise Studios/CWP positioning at the **7/30/2026
  Dev-team meeting**. No note sent, no comment filed — just the in-meeting conversation.
